While cleaning out a planter I found that the top layer of soil was hard brown and crusty and kind of sticking together however the soil under the top layer was fine. Why did this happen? Can I retreat the underlayer which didn't have that effect or just buy new soil?

I'm going to hazard a guess that your environment is either too hot, too dry or both. This would certainly dry out the exposed soil shielding the interior soil from drying out as fast. What setup/conditions are you running? How are you controlling the environment?
#CGG420 stated I may have used too much fertilizer and after thinking about it I agree because I did use the whole bag of fertilizer since it said organic and the strain I had was listed as a heavy feeder. Also I wasn't ph'ing at all. @Sunpowered Xtracts @Admin BLG
